Canada's immigration system was and is exactly where the liberals want it, although with less media attention. Carney was Canada's shadow, "unpaid", PM from about 2019 onward and he WANTS the country flooded. He likely commissioned the Century Initiative report and he hired the author of it to work for HIM, not Canada. Ever notice that Carney does not ever wear a Canada flag pin on his lapel...he does not believe in countries or borders.
