Canadian higher education serves a double purpose now. 1. It attracts foreign students and large amounts of money and 2. It is used by most of those students as a backdoor door through the Canadian immigration system.

My sister was going to immigrate to Australia from South Africa with her family. They expected her to be able to take care of them for 5yrs, have a certain amount of money to do so. That wasn't a problem as she owned a medical supply company and was a registered nurse,trained in Canada, worked in Florida for 5yrs.
