After that, a very slow and gradual increase to maximim 1% current population levels, with a strict focus on STEM and health care grads. Not their parents and grandparents and great aunts. And if any of them breaks the Canadian criminal code, they are deported within 24 hours.

The only reason you can use the term Immigrant is because the govt issued visas. But that being said the govt fast tracked the usual immigrant process which takes months to years.
