I am an Indian. Many of the new comers from the North of India , whether students or immigrants, do not speak English fluently. Some, especially the Punjabis, cannot even read and speak even a single sentence in English. They bribe the immigration officials and get the IELTS certificate for whichever score/band they need. Some of them have a criminal background. When the inquiry for background check comes up, they bribe the police to get a clean certificate... and they all immigrate to Canada, Australia, New Zealand and other Western countries.
