It’s to prevent immigrants from being on welfare more than the citizen population, which is how it should be. Higher-skilled workers are mostly chosen to immigrate. They make good money through their skills, and are giving back to the country through paying taxes. This includes Africans, especially Christian ones. This guy isn’t fully using his head, ironically.
