The reason for this is Trump wants industry back in the US, and as long as people buy things from outside of the US cheaper, that's not going to happen. Thus the tariffs. That's what they're for, protectionism. Why he pretends it won't be bad for americans or that they won't be paying more for products, I don't know. Perhaps his way of preparing people for bad times.
