They're trying to increase tax revenue without increasing taxes. I'd look closer at government corruption. Overpopulation destroys the environment. Canada is one of the few places on earth that still has an environment. Russia and Australia are the other ones. Russia's strategy is to look sort of like an ogre and it's too cold. Australia's strategy is to look like they harbor too many dangerous animals and the land is too arid. Canada's strategy is to keep higher taxes than the USA and it's too cold. People tend to gravitate toward lower tax and warmer places. Fewer people is better, it doesn't matter what their race is.
