The answer is economics, specifically capitalism and the welfare state. In order for capitalism to function the best for asset owners, the economy must continue to grow. Company revenues, stock prices, home prices, assets in general. Also, the welfare state needs to have more younger workers paying into the system to cover welfare services for the elderly retired population. Back in the 1950s, economists in Western countries realized their population demographics were inverting. Meaning, the elderly population was growing while the younger population growth rate was slowing down. This is the natural outcome of a wealthy educated society—the elderly live longer due to better healthcare and living conditions, and women tend to have fewer children as they spend more time in school and pursue a career, also families need fewer children compared to poor agrarian societies for various reasons. As such, these economists advised the politicians to increase immigration. This was the way to get more workers in your country to prevent a slow deflationary spiral by increasing consumption, and increase the tax base. For example, the Indians who come to the US are vetted, are educated, and work hard. Since the 90s, most of the Indians who come to the US are not Punjabi Sikhs, nor are they Muslim. Punjabis came earlier, but since the tech boom, most who come are Hindus usually from Southern India. About 20% are also Christian. These Hindu and Christian Indians from Southern India are model minorities. Think of these kids who do well in the Spelling Bee. No crime, no trash, just educated hard working folks. Especially here where I am in San Jose, CA. So are these Canadians lying, or are the type of Indians who go to Canada worse? Those with fake diploomas or Sikhs claiming refugee status due to their religion and not being safe in Hindu India? Something is amiss bc how can these Indian immigrants be so different? If Canada is not vettung their immigrants why not? I also know that a coworker of mine who is from Southern India, his niece recently secured a visa to Canada and she is a Radiation Oncologist, an occupation Canada is in need of. He may have a rose-tinted view on Canada being no different than India, which is aproblem in itself, but the mindset is inherently what we want from our newcomers, and not just importing everyone from a hyper-specific area of another country in i.e. India. This is why selective immigration that has been done for years before Trudeau did wonders for this country. Very insightful.
