That means that Canada Customs could theoretically pay to find the answers to questions like: Does this person have a tendency to criminality or violence? Does this person pose a threat to children, law enforcement, or Canadian society? Is this person likely to be a burden on Canada's health care system?.... All of that information is available on every single American for a price.
