As a Canada who speaks both French and English and who follows politics quite closely, I have to say that the headline and some of the reporting here is quite misleading. A reduction in immigration has broad support across Canada. I wouldn't say that notion is dividing the country in any significant way. You do have certain industry groups that disagree, but among the population these reductions have broad support. This is a historic change in public opinion in Canada, but it has been driven by the unprecedented increase in immigration under the last term of the Trudeau government. To put this in context, non-permanent residents in Canada numbered around 1.5 million on Q3 2023, but by Q3 2025, that number sat a just over 3 million. The previous government increased immigration targets by 3 or 4 times over what they had been for years, which caused a number of economic issues. Essentially, the volume was simply too high for the economy and society to support. This was unfair to both Canadians and new comers, many of which could not find employment or afford a decent place to live. The changes being suggested are largely bringing Canada back to what the targets were for over a decade before, though a bit lower to account for the sudden surge. Canada remains one of the most pro-immigration countries in the world. However, and this is where I think DW's reporting is misleading, there is a distinction to be made between policies at the federal level and policies at the provincial level. Immigration, per our constitution, is a federal matter, however, Quebec in particular is distinct from other provinces. I don't mean only culturally and linguistically, but also in the powers that have been devolved to it by the federal government. On the question of immigration, Quebec has more powers and more ability to set its immigration targets and programs than any of the other 9 provinces. The particular program discussed here, the Quebec Experience Program (PEQ), is a particular immigration stream that only existed in Quebec. So what is happening with that program cannot be labeled as a whole-of-Canada thing. Where the changes to the PEQ are controversial, unlike the general changes at the federal level, is that people who immigrated under that specific program were promised certain things. There was a multi-year time line to Permanent Residency and then Citizenship. Many of those people have been in Quebec for 5-8 years already. However, the changes made to the program were done in such a way where people who many years into the program, had gotten an education, started a career, had children, ect. are now being told they can't continue and must leave Canada. There are even stories of people who married Canadians, now have children, and the one parent who was under this program now faces the possibility of having to leave Canada and be separated from their family. All through no fault of their own. That is what many people see as unfair, and I agree, however limiting future applications under the program, to bring in less people, that is not controversial. Canada has no responsibility to bring in people who are not already in Canada, but Canada does have some responsibility towards people who uprooted their lives to move to Canada and built new lives here based on promises and representations made to them by the Canadian and Quebecois governments. We should no simply kick those people out of the country.

The answer was little bit ambiguous as number of students coming from India is very large.Rather than total number of frauds from a specific country, It should be calculated based on the how many per entage of people who came from a specific country did the fraud. That's will be the best measure.

Based on the number of people from India driving around New Brunswick with vehicles displaying Ontario plates, I would say a great number of those missing students are living here now.

You can't have it both ways!! First we were told to STOP having so many children...they said there are too many bodies on the earth, DEMANDED we reduce the number of course we're having. Corporations who's companies depend on workers and an ever increasing profit share, are being gutted from within by greedy shareholders. These corporations have borrowed money based on past, present, real and IMAGINED INCOME...and that model collapses if there are not enough consumers to buy their products. Palki’s logical arguments are mostly spot on. However, I am surprised that she asks this question but doesn’t not answer with sound reasons so the people can learn and improve. The reasons for rejections may *possibly* be due to the number of Indians than have over stayed their tourist visas or due to illegal entry or international students that have not returned but rather stayed back illegally. Also possibly due to certain behaviours against women or cheating/corruption practices taken to the new country. Palki should do that research and then present based on evidence which she usually does a great job with.

So its basically sonething of an National Registrar for Citizens programme in India. \n\nContext - It all began in Northeast India, a tegion which has been neglected by the Indian government for quite a long time. The region is populated by Hindus speaking Assamese (in Assam), Bengali (in Tripura) & Meitei (in Manipur), with a large significant population of Tibeto-Burmese tribal populations following either Christianity, their own folk religions or integrated with Hindus & a minority of Bengali Muslims (mostly in Assam). This area was conquered by the British in 1820s, & with the British came a lot of non-native peoples (mostly Bengali speaking people), thereby making the noatives absolutely hate their presence. Following the Partition of India, many Bengali Hindus fleeing persecution migrated to Northeast India, fuelling further unrest. Over time, a large number of Bengali Muslims from what is now Bangladesh illegally migrated into the Northeast & integrated themselves with the local Muslim population (settled by the British), thereby changing the regional demographics based on religion. In the 1980s the increasing number of Bengali Muslims in the Northeast Indian state of Assam sparked an insurrection, which was put down after the Indian government promised to identify & deport illegal immigrants. Similar rebellions also broke out in other states of Northeast India by the tribal population against the rise in numbers of Bengali Hindus seeking shelter from religious persecution by Muslims in Bangladesh. However, very little progress was made in identifying illegal immigrants in Northeast India. After 2011 census revealed that Muslims outnumbered Hindus in Assam (but the combined Hindu-tribal populated outnumbered Muslims), talks began about setting a registrar & tribunal to speed up the process of identifying & deporting illegal immigrants from Bangladesh. This picked up pace after the Hindu nationalist BJP party came to power in the union government in 2014 & in Assam's state government in 2016. Around 2018, the Assam government started the National Register of Citizens to register the names of all people of the state provided that they can show proof of their/their parents being present in the state before 1971, inabilty to do so would cause to stand trial before a Foreigners' Tribunal to prove their citizenship or face deportation. This exercise was fraught with allegations of xenophobia, with Bengali Hindus, Gorkhas (settled by the British from Nepal to serve in the army) & Austro-Asiatic tribals (settled by the British to work as labourers in tea gardens) being branded as illegal infiltrators alongside Bengali Muslims. Those who were unable to prove their citizenship ended up rounded in detention centres, eventually to be deported out, which at that time many in Europe & USA had compared with Nazi concentration camps. \nIt would be interesting to see whether this same Nazi analogy is drawn up in case of the Trump administration doing the same as what happened in India.

I want to bring attention to the fact that when an Airline submits a Record of Employment (ROE) to Service Canada for flight crew. The hours the company puts for insurable hours is the hours per month based on the pay hours not the actual amount of hours worked. Pilots for example are usually paid based on 80 hours of flying per month, actual time in the air. However, we all know it takes a lot more work to get an airplane ready to fly. These are the Duty Hours, the actual hours worked. The Airlines do not use the Duty Hours for the Records of Employment. The rules regarding insurable hours does state that it is the actual real world hours worked or as close as possible to that number. Something needs to be done because it is not fare for a full time employee to then be given an ROE with just 80 hours of insurable hours per month when they actually could work way more than that. Please someone investigate and report on this.

Re concerns about school shootings. Based on January 2009 to May 2018 school shootings in the US vs Canada and factoring in the 2024 populations a student in the US is over 70 times more likely to experience a school shooting that a student in Canada, and if we use the low number of 10 deaths per shooting, a student in the US is over 700 times more likely to be killed in a school shooting that a student in Canada, and these numbers don't include those injured. The numbers used are not ideal, but even at half of that it is horrendous. \nAs far as choosing where to live to avoid a school shooting, I don't believe that any school has suffered more than 1 shooting, and I don't think that any of the schools that experienced a shooting were on anyone's top 1,000 list for where the next school shooting would occur.

So, how many illegal migrants are in Canada? Based on this guest's estimate of the number crossing into the USA, Canada must have tens of thousands of illegals.

Isn't this CLEAR EVIDENCE that a significant number of international students only come for work and immigration and not for education? I'm not saying they are doing anything wrong; people will do whatever based on the incentives available to them. Work and an eventual Canadian passport are just too good a deal to pass up for many international students.

As an immigrant, I believe that the current racial structure of immigrants has destroyed the original structure of Canadian society. There are now quite a few news stories in Canada of immigrants leaving the country - some back home and others to the USA and other places. Many just get a Canadian passport and then leave. There are public health care and pensions, so it can be an asset and also a convenient travel document to have. A lot of Canadian university graduates have a very hard time finding work in their fields and a lot of them look to the US for a better future. Both immigration and unemployment in Canada are much higher that in the US - so more people are chasing fewer jobs that often pay less and are taxed more than in the USA. Opportunities are generally a lot fewer in Canada than the US, and the business environment is not as favourable, and taxes significantly higher. You would be getting some of the entrepreneurs from Canada moving to the US for more favourable conditions as well to launch a business and also now a lot more rich investor types, so-called high net worth individuals wanting to relocate, because they just raised the capital gains tax in Canada. Capital gains is also triggered on inheritance in Canada with a deemed sale of property and assets, so rich people would prefer the American system and want to be residents there for tax purposes and have their assets grow in value in the US compared to Canada. There are very large numbers of foreign students and other categories of immigrants which may have as their goal going to the US after getting a temporary visa to Canada which is easy to get - maybe something like half a million to a million people in those categories depending on the year, plus around another half million regular immigrants and refugees now. The Trudeau administration has increased immigration to record numbers. It has been steadily going up over the years for several decades since 1990. Because of family re-unification it can have a snowball effect and could significantly exceed 1 million per year. A lot of the sending countries have much larger populations than Canada, so there are a lot more that can be potentially sent to Canada in the future. About 1/4 of the population of Canada has been added in the past few decades. Add to that visitors and temporary visas - that is a lot of people potentially moving to the US. Before the 1990s Canadians visiting the US were not required to have a passport and a drivers' license or birth certificate was adequate. Now a passport is required. It is impossible to effectively control the long Canada-US border, so there could be some unified policies in that area agreed on between Canada and the USA on immigration and refugees. Canada currently has a very open immigration policy with the government actively seeking out more immigration beyond its current processing capacity and trying to take rejected immigrants from other countries. The Canadian government, especially in recent years under Trudeau is immigration hungry. It might be the only country in the world doing that. What some news reports are now saying is that some immigrants are actually leaving, since they find it so difficult in Canada and some are worse off than they were in the countries they came from, which were considered to be less developed than Canada. \nWashington currently has more immigration controls and administrative competencies than Ottawa, so US pressure and influence is a faster way to get reforms into the system than waiting for local politicians to do anything, which is unlikely. Canada is seen by some as a backdoor into the US. Biden's immigration policies could be seen as very conservative in Canada compared to Trudeau's. It used to be in the news about how refugees were trying to get to Canada and walking across the border in Quebec and out west from the US earlier, but now there are more news stories of immigrants leaving Canada trying to go the other way, probably due to high costs and unemployment because the government took in more people than it could absorb into the economy. They have the idea that immigration drives GDP growth so that they can borrow and spend more, expand the civil service, etc. without making any cutbacks or efficiencies, supposedly without the Debt to GDP ratio getting worse, just by bringing in more people as if that would drive the economy. A lot depends on who you bring in as well. Are they going to go on welfare, are they going to increase crime, will they somehow contribute to society, are they a net tax benefit or cost in terms of government services, will they invest money, will they start a business and create jobs for others ? Those issues do not factor into government decision making in Canada for the most part. Ontario Premier Doug Ford did say there were too many foreign students. It is bad planning not to consider those factors since there are other costs that grow with those policies as well, and infrastructure has to be expanded. I think that the real immigration numbers to Canada are not transparent or made public, nor are the costs involved, if anyone even knows what they are. Nor is the impact on crime. You can guess from what the reports are in other countries. The Fraser Institute has made some estimates on the net costs of immigration to the government budget a few years ago, which were very high and which by now have increased - the cost equivalent of several new aircraft carriers each year. They are big numbers which are not publicized, but it amounts to the fact that immigration is subsidized by the taxpayers in Canada and it is not paying for our pensions as an ageing society as has been claimed. There is less money for education, health care and pensions per person, and those social benefits will probably have to be reduced over time. Social programs can only be delivered to the extent that the government has money. The bigger social system a county has, the more such immigration policies are going to cost. Trudeau has been expanding various social programs as well, so higher taxes and debt are likely with that approach. Then more productive people and companies will want to leave Canada and go to the US. Probably the government does not know what the actual numbers and costs are and doesn't actively keep track of that information beyond what is required. Probably nobody knows what the true immigration figures and their associated costs are in Canada, and hardly anyone has even studied those issues. If they can just walk across the US border and get papers so easily making an asylum claim, it is not surprising, since it would take them longer to get a regular visa and work permit if they did it legally. You could call that a loophole in the US immigration system which is being exploited. The US is better governed in general and has a better system in many ways, but I am not sure if it is the same on that. People have arrived on boats and have not been sent back. At least in the US you have more open information about those issues. In Canada it is hard to find out anything about it. Deportations from Canada are very few. \nOn other issues in Canada when voting in federal elections you have to show a government issued photo ID like a drivers' license or passport to vote and bring a card that was mailed out to eligible voters that gets updated addresses when a person files their taxes. I have never heard of mail-in ballots in Canada, but there are remote areas of the country in the far north who may have special system for voting. It is easier to get a Canadian citizenship than US and many more citizenships are handed out in Canada each year in proportion to the population than in the US. Canadian might be one of the easiest citizenships to get in the world. The official line now is that it is a country of immigrants. Based on current trends, will very little opposition to it in the parliament and most MPs supporting it, future immigration to Canada could increase to several million per year because of the rapid growth of population in the world, and the momentum already growing of immigration to Canada, so it may change significantly in the future. Historically around the world you can see many examples that country names, borders, flags and languages change over time with population changes, so it might not be called Canada anymore in 50-100 years. For example, Bulgaria used to be called Thrace which had been a powerful kingdom in antiquity and had a different language which is barely known about anymore. Over the past 2,000 years it has gone through a number of changes and had various regimes governing it, has been independent and also part of several different empires. Canada has only been a country for a short time in comparison and has been been going through significant changes. Trudeau has said that Canada is a post-national country. Canada is also going through a period of critical self-examination and deconstruction-revisionism. A lot of what had been viewed as positive from its history now is seen more critically, with re-naming and removing historical figures now seen as negative.\nDiscussing immigration policy critically is considered by many to be taboo in Canada, unless a person is saying good things about it in general. You can hear people say that the government isn't processing enough people, for example, but not often that there are too many or that it costs a lot of money. The trend of migration from Canada to the US would only increase much more in the future as it is going currently, and its role as a stepping stone to migration to the US could increase. The way this would be seen by many in Canada is that they are losing valuable people to the USA whom they consider assets, since a lot of officials have been trying to bring in more people into the country, but not everyone wants to stay in Canada nowadays because of a lack of jobs and opportunities. Canada is quite laissez-faire about migration, with Toronto being a sanctuary city as well.

Okay Im not a New Yorker and I do not have a horse in this race I did a little googling on it because I was fascinated. As outlined in the Constitution , the House represents citizens based on district populations, while the Senate represents citizens on an equal state basis. This means flooding New York City with all these illegal immigrants drives up the population and creates moue House votes for the state of New York. Now you may think, no that's citizens, actually it isn't. \nMore than 205,000 migrants have arrived in New York City since the spring of 2022. Now while New York's citizen population has been on a slight decline for the last 20 years. While the population is declining make it easier for illegal immigrants to replace those number more quickly. I mean just saying you want to know why this is happening, why the laws are allowing it look at the very basic facts and draw your own conclusions. \nIll keep my own personal opinions to myself as they are theory and nothing I can offer valid proof without them sounding like a conspiracy theory.

I think what Canada needs to adopt it’s a quota on the number of immigrants coming in from each country. Open it to everyone based on the same point system we have now, and once’s those openings are full for India, Italy, Thailand etc… that’s it you’d have to wait till next year that the quota opens again. This will allow a more diverse immigration and minimize the xenophobia that come with having huge numbers coming in from only one region

Our country is great, but quality has deteriorated during current leadership. \n\nAll these students should go back home and then apply for WP or PR from home country, as the guidelines use to be. There should be limitation/cap on number of applications of students/ PR from particular country.\n\nAustralia has banned international students' from Indian states: Punjab, Haryana, Uttarakhand, Uttar Pradesh, Gujrat and Jammu and Kashmir over alleged submission of fraudulent documents and high rate of dropouts. Most of these students make up the majority that are seen on streets protesting now. \n\nOur policy target is to import 1.5 million immigrants in 2 years. Based on survey 25 % are Indians that 375,000 additional Indian nationals over 2 years. If cap is not placed, Canada will lose it diversity. We do need Quality over Quantity.

Some countries based on population is huge Eg Pakistan is double the number of India and China per capita coming to Canada, resulting in large Hijab and Sharia followers lol?. So is Philippines population etc.

I don’t think there would have been a Brampton if majority of white Canadians were welcoming to brown people irrespective of their nationality. Integration is only possible if there is a willingness to interact with new immigrants. This is not to say that immigrants who commit crimes shouldn’t be booted. There is an inherent problem of selective racism based on the skin colour in the Canadian society which is felt by the new immigrants and is the only reason they find comfort in their own people and stay together. Also, government should put a cap on the number of immigrants from one country like the US has done.

What is up with that chart? It starts off listing by country, then switches to listing by religion (Sikh and Hindu) then back to country, then by religion. Based on this chart...India is actually listed 4x's!!! If they were honest and lumped all 4 representations of India together, you'd have a more honest and factual number of 308,210. I guess they wanted to muddy the truth.

700,000 of the 1.1 million that came to Canada are students. The international student system needs to be overhauled. The university/colleges who want international students must register with the feds. Those with permits MUST BE MADE to build, own, and provide international students with housing. When an international student is offered a placement in a Canadian education institution, they are also offered housing built by that institution. Once acceptance is made, then the details are sent to the feds and the visa is finally issued. This way, everyone who comes, has housing, it takes pressure off the domestic housing market, the students themselves know where they are going to be and how much things will cost, including the housing, and the Canadian institutions who want the stdents, have to now pay for them. This will force the education institutions to build more housing, lower the number of students they bring in, and offer much more remote learning opportunities if the program really does not require the students to come at all. Pass the bill onto the institutions, and the problem will quickly resolve. The federal government is being LAZY. If it wants people, it has to focus on a system that makes sense for people to come to Canada, insure the institutions dont take advantage of these students AND NOT shift the housing problem to the domestic market. The federal and provincial governments also need to organize themselves with each other. The provinces should tell the federal government how many they can take in based on housing stock and unemployment rate, and the feds only grant visas based on those numbers, and the visas require those coming to be in the province that has space for them. This way, you help to take pressure off the larger cities and spread growth to areas of the country that wants the growth. The approach needs to be bottom up, so needs and capacity drive the numbers allowed in.

I'm an immigrant and my immigrant friends and I were talking about exactly this just the other day. I'd like to add some context on why so few international students stay: they can't. Schools prey on this very fact. In international recruiting, these schools use the promise of thriving local industries and trot out graduates working locally as major draws to these expensive programs. Then once students are in Canada, many of these schools couldn't care less: they offer little or sometimes no housing support, no immigration advice (or in my case and many of my friends' cases: they give straight-up false immigration advice that can screw you over or even get you in trouble). There absolutely needs to be regulation and accountability for these predatory schools; I think a good starting point would be capping the number of visas they can apply for based on the number of housing units available (either on-campus or via local development subsidy and homestays). Tons of students come to Canada completely unprepared due to false promises made by these schools, and then get spit out into an egregiously inefficient and broken work visa system.\nMy immigrant friends and I are all highly skilled in our specific field. There are only a handful of people in the world (let alone in Canada) who can do what I do at the level I do it, so I would be incredibly difficult to replace if I left Canada. Despite that, and despite being Canadian-educated (Canadian resources invested in me that you'd want to keep in Canada), remaining in Canada has been a massive struggle for me and my friends. We individually spend hundreds and even thousands of dollars every year to apply for permits that have to be renewed annually, but take the government 6+ months to process. Because the government is so backed up, we have to apply for *extra* permits to bridge that gap (more money, and more work added to IRCC's already-long line of applications). I'm in limbo for the majority of the year where I can't switch employers, can't leave the country, etc. It's horrible. \nBut I have it better than most. Of the international students in my year, only I and one other student are still in Canada because the transition to work permits is so needlessly long and difficult. Even a graduate who does manage to get a work permit might have to sit unemployed for 6 months or more before that permit is active. How is a student supposed to survive without work for that long? In order for employers to even apply to sponsor a graduate, they often have to do a lengthy labor market impact assessment, and so these graduates are stuck in a holding pattern, and they're the lucky ones. Immigration is absolutely vital to Canada and I hate how quickly these stories turn to xenophobic rhetoric, but we have to make space in the conversation to take a look at how schools are exploiting students and policy loopholes, and why they're doing it, and address those problems. The current system isn't fair to anyone.

Rent will keep increasing as there is no competitive market. as many of the people in Canada are already operating carousel tax fraud. Look that up on W5 and Canada is doing nothing to stop this, guess where all the ones at the top of that carousel are from? As long as there are ones operating illegal business earning more than the average hard worker being able to afford higher rent the rent will not be decreased but keep going up. Saying that they are bringing in mostly younger people is a lie too, they bring in everyone. That our workers are aging out and there will be nobody to do the work. Let's think about this clearly, as the population grows we need more businesses, more schools, more produce etc... Fact we need the same amount of business for a community based on the size of the community I would think. In the 1800's a small school house was sufficient, a local convenience store was enough with a mail order catalogue etc.. As population grows you need more. We also now have self check outs etc.. We are cutting down Canadas number one resource trees to make way for more and more roads etc.. Having to spend more to change and widen roads, feed these refugees, support them till they get situated, house them for how long, educate, train them, and then hope they can actually adapt and not hate us etc.. Look around the world and not just in our own back yards i.e. what happened in NY today, look at Britain afraid to put up Merry Christmas not to offend or any Christian monuments. Yet we have to tolerate. hmmm As said before I am neither Christian nor Jewish I am Natsarim and view those things as pagan myself but feel this world is going down the wrong path and nobody should have to cave in for the sake of others. I will stand with the Christian and I will stand with anyone that I feel are being made to turn over their ways for the sake of others and have their economy shattered in so many ways. Ask yourself what is your government really doing to protect you on so many levels? So I had time to spend with my family, and you don't have to travel abroad to see beautiful scenery. Canadians are also very accommodating and friendly, in contrast to where I came from, where people will not help unless it benefits them as well. The Canadians here are extremely friendly. So Canada is great because of its people, but I can tell you that the government consistently makes bad decisions about how to solve certain problems, such as drugs and harm reduction strategies. Another issue is that they do not recognize internationally trained professionals, which could have helped alleviate healthcare issues in our area, where we have many internationally trained nurses from the Philippines working as restaurant servers and janitors. We have doctors from Kenya who have to work as general laborers and in other odd jobs where they can use their profession and experience to help people. I am also an immigrant, but the government should strategically distribute us based on our qualifications. I chose a rural area because I don't want to add to the number of immigrants in big cities and instead want to contribute to the local economy by bringing my skills and experience to the pool. \n\nCanada is a wonderful country, and I continue to believe so, but the government must reward and do more for its people who are trying their best to make this country great.

I live beside Casa Loma in Toronto. Everyone says life is cheaper elsewhere and leaves, so now my area seems to mostly consist of animals like rabbits, skunks, foxes, and coyotes. The higher up you go in terms of qualifications requirements is the less likely you are to find discrimination based on names in Toronto. \n\nThe real discrimination is at the bottom of the pay scale where the people making the decisions are less likely to be university educated and more likely to be say a white forklift driver who came up through the ranks and has been promoted through length of service rather than and specific qualification.
