According to refugee rules they have to migrate to 2 countries outside of their home country to seek asylum. Maybe Canada was not their 1st choice but a means to an end to get that 2nd country eligiblity for asylum. I think you are judging Canada using relatively small scope of criteria. Is some of what you say true? Probably. But there is so much more to Canada. Personally, I think there is so much beauty here, but I sure the hell don't expect to find it in Vancouver, or any other major city. It comes down to how you look at something.
