Doctors' and engineers' qualifications from foreign countries should be recognized so that they can contribute to society. Even PhD holders cannot work in Canada because they LACK Canadian experience according to businesses.

They will get stopped at the border and be asked for documents to enter- I’m not understanding the bus schemes you are talking about! Generally if you cross the territory of another country none can stop you from using the transportation available in that country the drivers are not in the wrong here and are not obligated to check the passengers for a visa.
