Once your student permit expires, you go back to your country of origin. If you want to apply for PR, this should be done from your home country. Work permits should be suspended while Canada is suffering with job loss. CIC needs stop issuing PR to individules who've overstayed in Canada past their permit expiry, not proceed with the PR file.
