The university/colleges who want international students must register with the feds. Those with permits MUST BE MADE to build, own, and provide international students with housing. When an international student is offered a placement in a Canadian education institution, they are also offered housing built by that institution. Once acceptance is made, then the details are sent to the feds and the visa is finally issued. This way, everyone who comes, has housing, it takes pressure off the domestic housing market, the students themselves know where they are going to be and how much things will cost, including the housing, and the Canadian institutions who want the stdents, have to now pay for them. This will force the education institutions to build more housing, lower the number of students they bring in, and offer much more remote learning opportunities if the program really does not require the students to come at all. Pass the bill onto the institutions, and the problem will quickly resolve. The federal government is being LAZY. If it wants people, it has to focus on a system that makes sense for people to come to Canada, insure the institutions dont take advantage of these students AND NOT shift the housing problem to the domestic market. The federal and provincial governments also need to organize themselves with each other. The provinces should tell the federal government how many they can take in based on housing stock and unemployment rate, and the feds only grant visas based on those numbers, and the visas require those coming to be in the province that has space for them. This way, you help to take pressure off the larger cities and spread growth to areas of the country that wants the growth. The approach needs to be bottom up, so needs and capacity drive the numbers allowed in.

I have lived in canada my whole life. \nHere are the main hurdles:\n1. Cost of realestate and cost of living. You need white collar wages just to be able to rent, not buy, rent an apartment in most major cities. Cost of homes is insane as well.\n2. Jobs often pay low wages below what is needed to afford to live unless its white collar or trades working overtime hours. The jobs that do pay well often get hundreds of applications making your chances lower.\n3. Dentists cost an arm and a leg. The cost of it is insane unless you have a really good coverage plan from your job. \n4. Healthcare moves at a snails pace. Not good if you have a serious illness or disease.\n5. The climate overall sucks. Its not cold. Its ridiculously cold.\n\nMy advice: Be made of money. \nSeriously though, have a huge savings and have a long term financial plan. Getting jobs that pay a living wage here as newcomers here are HARD to get because they always want Canadian work experience. University education from other countries other than the US, UK, or Australia don't count here. Be prepared to live very humbly unless you are just made of money.\n\nI dont even want to live in canada anymore. I am almost 40 and have very little to show for it despite working full time jobs with overtime my whole life. Looking at going almost anywhere but here. I will just say, after our pop increased by 1mil last year due to immigration (including foreign students that still drive up housing as they need to be housed), I can tell that the approval of our current immigration rates are a bit too generous. Maybe the survey was taken only in downtown areas of Toronto or Vancouver, so its really only asking other immigrants if immigration is chill, but that isnt the consensus of the nation. We dont make more than Americans, but we are taxed more (aka why we want more immigrants to get more tax $), and everything costs more here: from housing to food to energy. Its driven up by the current unsustainable immigration quotas. I myself an am immigrant, but when my family and I immigrated 23 years ago, we only took in 20 000 people a year. I wouldnt have an issue on this at all if we were building enough. Enough housing and transit for everyone. enough good paying jobs for all these newcomers. But these people (with excellent degrees) are lied to at the border with a false promise of prosperity, and just end up being uber drivers to make ends meet. Its a truly broken system. If you arent making 150k/year, you are very much considered lower--middle class.
