Why was it ok for Canada to put tariffs on American vehicles for the past 10 years?

Canada has the winning hand. Canada has resources that USA needs to survive. USA has nothing to offer to Canada to survive. If Canada should cut energy to USA, let’s see who is the boss. For say, Canada is the biggest producer for potash, a fertilizer needed for the American fields. Canada will suffer from these tariffs but USA will cash down harder.
