Presumably the whole point of tariffs on Canada is to raise revenues to cover the tax cuts for the oligarchs that he hopes will keep his or his family permanently in power. From that point of view it makes sense to put the tariffs on the biggest trade partners. The tax breaks the oligarchs get will allow them to buy up and control the media on his behalf.
